Dear modder, it seems that you got lost somewhere here. The fact that you do not like some of the design decisions, doesn't that those need any kind of FIXING. Insinuating that game is somehow broken and needs fixing, because it is not to your taste is really bad faith.

SteamDB says that the estimated number of people who own Cities: Skylines is somewhere in between 9,2 to 12,5 million. That means that somewhere around a quarter of approximately ELEVEN MILLION PEOPLE who own the game are using this mod. And since not all people who own the game are actually playing it, the active percentage of users is likely much higher.

TL;DR: Paradox shill got BTFO by modders.

It was revealed that not only does the game have fully modelled teeth, they are rendered literally all the time at maximum quality. More importantly this is the case for everything related to characters: none of the character meshes have any LOD variants.
A single character even before we add hair, clothing and accessories is about 56 thousand vertices, which is a lot. For context the average low-density residential building uses less than 10 thousand vertices before yard props and other details are added.

These densely packed clotheslines are made from 25K vertices per piece and feature dozens of individually modelled clothespins, or laundry boys as we call them in Finland. There’s also an even more dense variant featuring over 30K vertices.

The devs were hoping that unity DOTS was in a functioning state, it was not so they had to scramble and imporvise.
The teeth are not the problem. Paradox will release a Sims like game and city skylines 2 will have some connection to it.The detailed models will be used in that game.

Yeah, sounds like more of an excuse for having the game released way too early.

Which unfortunately a common theme for a lot of games recently (including Lamplighters).
